Redes clientelares en programas sociales de salud en el estado de Chiapas

Abstract

The main purpose of social programs is to prevent, reverse or alleviate the conditions or situations that result from poverty. Overcoming the lagging conditions shows the effectiveness of the political actions and the programs themselves. Therefore, the analysis of social programs must consider the differences between territories and actors, structural changes, degree of socio-economic development and the institutional order in which they are implemented. In the context of the state of Chiapas, which occupies the first place in poverty in Mexico in 2017, the study of social programs is not limited exclusively to its universalization or targeting, but also to the participation of various institutions and actors who define the Guidelines to access their benefits, which may mean that they become bureaucratic and /or become clientelares. In this article, theoretical aspects on political-electoral patronage, clientelistic networks, and the behavior of electoral results are analyzed in the municipalities where health care programs are operated, in order to discern whether there is a relationship between them. The relevanceof this research lies in the problematic that the social progr ams have a different use for the one that was originally created, leaving aside the main objective that is the reduction of the poverty.
