Abstract

The article addresses the issue of dissatisfaction citizen that there is deficit of efficiency of political institutions and the lack of development in Mexico and how can act faced with this dilemma the legislative power with the development of public policies. The work develops the theme of the transition to democracy and disenchantment citizen of Mexicans because of their unfavourable socio-economic conditions, such disenchantment has translated into crisis of political representation and loss of credibility in their representatives and institutions. Also discusses the issue of which public policies are always impregnated of legislative decisions, which included the participation of empowered actors, such as legislators and their political parties; the Executive and its administrative bodies and civil society whose purpose is to influence public policy. It therefore examines the role of citizens in the effectiveness of the legislative work, since the participation of citizens in public decisions.
