Abstract

For decades it has addressed the issue of democracy in Mexico, the approach changed as consolidated institutions, laws, codes and regulations. Besides the above, the political and social events found that over the past 25 years there progress and pending proceedings. Of course we’re on an arena in which public participation is seen increasingly tolerant plural, fundamental value in a modern democracy is not the only issue on which progress is enabled. The thrust of movements emerging from civil society, who planted the urgency of respect and openness of political, human and gender, materialized in electoral reforms, probably the area where most progress were normative. In a country with a recent turnout that seemed effective in his early years with the Instituto Federal Electoral, was downgrading in social perception of their role affectivity given the results of the last two presidential elections 2006 and 2012. The institution that stood as an example of democratic progress met the implications of political parties and even entrepreneurs. This paper deals with the quality of democracy and questions whether it is achievable or is it a mere utopia, the proposed indicators allow the above value.
