Descentralización postergada, ¿por qué?
El caso de la educación básica en el Distrito Federal
Abstract
Why does the Basic Education Management in Mexico City keeps on with an exceptional situation depending on the federal government through the SEP? Why the educative decentralization in Mexico City has been put back? We detach these questions from our interest of analyzing the situation that prevails in regards to the basic education system in Mexico City. For that purpose we will explain through a brief historical recount of the centralism that has prevailed within juridical relationships of the Federation with the federative entities of the central government roll in the public sponsorship of education of the fiscal resources distribution and the conflicts of political interest that has covered the decentralization among the local and federal governments and the union’s organizations.
