Abstract

the central concern that is addressed in this document is the degradation of the State, understanding that it contains two fundamental elements: the political community and the institutions. It is in the loss of institutional capacities that the state weakening is located, which has impacted on the articulation of the political community, especially in relation to security and the ability of citizens to recognize themselves and act as subjects of public life. With regard to these arguments, the case of the community of Arantepacua, in Michoacán, is addressed. In April of this year (2017) a coordinated police operation was carried out from the local government, specifically from the Ministry of Public Security, which resulted in the murder of four inhabitants of the community, including a minor, as well as various arrests and destruction in houses in the community. It is these facts that have led me to state that when the peace and security of the people are not guaranteed by the institutions of the State, we are at the doors of the state of nature.
