Abstract

in face the bad results to maintain the soveignty in front of other nations, to maintein its territory and to overcome the underdevelopment, the mexican State has been considered as an frustated State; in the same way, before the ingovernability that shows Mexico city under the main urban basic indicators of quality life, they talk about the frustred megalópolis. The discution in these paper, is if the frusted term has the scientific level that exiges the Politic Science and to know which is the independient variable: the State or the city? The question is important, because from these knowledge, we can deduce what to do in the field of public policies to solve the issues of the State or the city and in what order.
