Abstract

the present work intends to approach the conceptual scaffolding of the German sociologist Niklas Luhmann, since concepts such as system, environment and communication can be used to study and better understand the problem of resilience to extreme climatic events in coastal cities. This vision is intended to reflect on the society, the economic system and the right system to have an approach to the operation of the city from these three systems.
