this article describes and analyzes the policies and programs implemented by the first three democratically elected governments in the Federal District (1997-2012). It covers the main sectors linked to social development: labor, health, education, food, housing, transport and water, and analyzed according to criteria such governments have defined as its new management guidelines. It concludes that this democratization process is characterized by a significant increase of public policy approach towards the rights and universality, which is still precarious development of participatory democracy and that a clear trend towards commodification is not perceived.
