Abstract

this paper will review the different approaches that analyze the construction and transformation of social policy based on changes in economic development and the formation of Associated States. The historical period considered goes from the first crisis of capitalism in 1929 and its antecedents in prior interventions in social policy, to the second crisis in the 70s and until now. Special attention is paid to the construction, development and weakening of the Welfare State, as well as to the conditioning regarding the concept and implementation of social rights and the associated social policy. Economic processes in core countries are analyzed, as are their effects on the periphery. Special reference is made to Latin America and the development of its social policy, considering the criteria for the construction of social rights and social citizenship, as well as weak points and potential modifications.
