Abstract

in this paper we use the new institutionalism theory and concepts to know if the electoral-politic reform that changed the EFI in ENI and other organisms in relationship with electoral issues in 2014, and its centralized new management, they encouraged a collaborative federalism between Electoral Local Organisms. These were created to organize the elections en the 32 states of the republic, in coordination, accord with the law, with the respective central offices. And we want to know if that impact can be considered as a relevant institutional change for the national politic system and a democratic historic change.
