El financiamiento de la educación superior´en México. Retos y perspectivas
Abstract
the objective of this research is twofold. The first one is to present an analytical framework for decision making in the allocation of educational resources, useful to understand the different mechanisms of financing higher education systems based on values. The second objective is to present preliminary evidence that in Mexico, the free or low-cost of public higher education is an element that equals or not the educational opportunities for students from lower socioeconomic strata. The results indicate that: i) it is not possible to understand the allocation of educational resources without analyzing how decisions are made in the public and private sectors based on a hierarchy of values, and ii) the most vulnerable sectors do not have access to higher education.
