Abstract

The rights approach in inclusion policies considers the rules of international law a framework aligned to the design, implementation and monitoring. In this process the cooperation of government and civil actors is key to solving public problems affecting society. The invitation to the States is making minimum actions to empower discriminated sectors-identify-holders and strengthening accountability mechanisms (Abramovich, 2006). In Mexico the language of rights had a significant impact until 2011, however, occurred during a series of events that changed the dynamics of politics. Through this article aims to describe the implementation of human rights in the Distrito Federal, with reference to its scope and / or decreases in the matter.
