El horizonte histórico de la descolonización. Lo territorial y agrario en la perspectiva plurinacional comunitaria y la emergencia de una nueva epistemología

This article lays out an approach to the territorial and agrarian problems in the framework of the constituent process in Bolivia prior to the promulgation of the State Political Constitution (CPE) in 2009. This process was set up within the structure of the Constituent Assembly that took place in Bolivia from 2006 to 2007. The subjects, Indigenous farming peoples, proposed a process of resignification of “agrarian” and “countryside” as the basis for understanding the subject of the “Plurinational communitarian state” and the visibilization of the communitarian matrix. This brings to the debate the process of reconstitution of the State, starting from the expression of its multi-societal aspect which is found anchored in the bases of the monocultural State. The territory as a category is in the middle of the dispute, placing dimensions of the collective territorial rights of the peoples in relation to the subject of property rights, and proposing those as the articulating elements of the autonomies for advancing the reconstitution of the social fabrics. The article works with the categories of “disjointed social formation” and the “multi-societal condition” as bases for understanding the dispute between the two geographies
