Abstract

This article recovers, synthesizes and updates the relevant aspects of the diagnosis made by the social partners in Mexico, seeking social development of vulnerable groups, in order to develop a characterization of them, particularly the Civil Organizations (CO), also known as Civil Society Organizations (CSO). Among the many problems with these actors, stand out for their strong impact, the institutional weakness of the OC, the lack of systematization of knowledge and experience of many of them; synergies limited or nonexistent, due to ignorance of the activities of other social actors. These phenomena are closely related and affect the development potential of the target populations. In paragraphs one and two, establishing the conceptual and temporal scope of the article and its implications for public policy-making and of the beneficiaries of the services they provide. In the third chapter provides the analysis and characterization of the current situation in Mexico OC. Finally we present our conclusions.
