Abstract

Climate change appears as a challenging problem of our time with strong linkages to social and economic dynamics. To deal with human response to climate change, the political economy –which addresses the main features of markets, institutions and political contexts– offers a set of valuable analytical tools. Using a political economy approach, this contribution focuses two different levels of the response to climate change: the international negotiations for a climatic regime and the national climate policies. At the international level, the intrinsec complexity of the problem, assimetries among countries and some exogenous issues arise as central factors influencing negotiations, while at the level of the national policies, salient issues are found in the trade-offs between public and private costs, and between short-term versus long-term targets.
