Abstract

In this short essay we will try to establish a point of view regarding the political use of social policies focused beyond the issue of development and targeted to the issue of political legitimacy. To do so, we will first attempt to establish a brief historical overview of social policies and development strategies and the creation of citizenship in democratic societies; a demarcation of operational models of social policy in democratic States, a quick sketch of the way in which social policies were being articulated in Mexico as part of the creation of the post-revolutionary political system and development model. Finally, we will establish the differences and similarities between the operative social policy models in models of development prior to the decade in which the National Action Party (PAN) was in power and possible changes in the operation of these policies in the territories of the “new” alternating governments in Mexico.
