Abstract

This essay proposes variations to the methodology for income and multidimensional poverty measurements to estimate, at a political-territorial level, the target population of the Programa de Apoyo a los Avecindados en Condiciones de Pobreza Patrimonial para Regularizar Asentamientos Humanos Irregulares (Program to Aid Settlers in a Situation of Patrimonial Poverty to Regularize Irregular Human Settlments, or PASPRAH). Using the Socioeconomic Conditions Module of the National Survey of Household Income and Expenditures (ENIGH) 2008 we calculated the target population of the PASPRAH by replacing the national consumer price index with the local prices, in order to update at the state level, the current monetary and non-monetary income and the values for the food and basic non-food baskets at the state level. Finally, in order to put this exercise into perspective, we briefly discuss the political economy of economic measurement, closing with some final reflections.
